By now most of you have probably heard about CSA 2010, what it is, what the new requirements are, and so on.
Is it something to be concerned about? Yes, most definitely!
Essentially, this CSA 2010, or B.A.S.I.C. as they may call it, will replace the Safer and SafeStat currently being used to somewhat grade our safety efforts. Currently, we have SEA scores which come from Out-of-Service violations found during Roadside Inspections, among other things. Be warned...when CSA 2010 kicks in full speed, ANY and ALL violations will count against you, not just the O.O.S. violations. This will add up very quickly.
Also, they are considering changing the level at which the FMCSA will get involved. Currently, a company having at least two catagories at 75% or higher constitutes a mandatory DOT Compliance Review. However, they are considering changing this 75% to 50% for motor carriers hauling passengers, and 67% for those hauling hazardous materials.
There has never been a requirement for a motor carrier to have a writen fleet safety policy, though it has always been the best practice. Guess what? Now it is a requirement. They are calling it a Written Safety Plan, and every motor carrier must have one. By the way...we can help with this, as we already have such a fleet safety policy available on CD that is CSA 2010 ready. There are a few states that have been involved in the Pilot Program for CSA 2010. These will be the states that go active sooner than the rest (CO, MO, GA, MT, NJ). The rest of the states will start becoming active in CSA 2010 from July through December.
For more information, seek out a CSA 2010 seminar or webinar. Get as much information as you can as early as you can. You must be prepared for this new system. Also, make sure you know what your PIN is so you can go online to the new DOT Portal which will replace the SafeStat. You will need to log in using your assigned PIN, which was provided on your original letter from the DOT indicating your new DOT number. If you cannot find your PIN, you can order a new one online.
